I heard from my co-worker AMEX you can do the same too. And I don't think you can get a US Citibank Card with your Canadian AMEX card. You have a better chance to get a US AMEX card with your Canadian one.

1. Applied online.
2. Received rejection letter, expected, since no credit record. Rejection letter has to give you a chance to appeal.
3. Now you know where to send your appeal. Photocopy your AMEX card. Photocopy the earliest statement possible and the latest statement to show you how long you have had with AMEX. (Citibank card has a Member since 2001 on the card so no need to photocopy statement.) Photocopy the most recent pay stub. Attach your boss' business card. Write them a explanation letter asking to reconsider (very brief, tell them you like their cards in Canada and you had been a member for X years, would like to continue to do business with them in the US. )
4. Photocopy your Canadian credit report if you have one. ( I didn't have one so didn't include this one).
5. I got my card two weeks after appeal.

Credit report is important but if you can convince them that you can meet your obligations when due, they are happy to issue you a card.

And don't bother to ask their online rep because they all tell you impossible. These are considered special cases for their credit department to approve. You have to put everything on papers and give supporting documentations.

              At that time, I have no US credit records what so ever. I even need to pay 150 deposit for opening a cell phone.
