have to prove you are not Canadian Citizen yet. www.cic.gc.ca, or call 1888-242-2100 (8am - 4pm M-F).

I renewed my passport on Dec 31,2009 (last day of 2009) and only asked to provide PR card although it's been 6 years since I arrvied Canada. If they cahnge the rule then must just changed in January
