Very possible, though you are GC, you either didn’t pay the state taxes or spent/resident in the state for the year, you have to pay a public college with a outstate tuition and in the number that is roughly equivalency a F1 student normally should pay.In other way, H1 or even undocumented students could be allowed to pay in-state tuition in certain public systems as long as they paid the taxes, resident there for 2-3 years and finally received local high school diploma
